Will Express Dial work with a DSL or ADSL modem

No. An DSL or ADSL modem is not a voice modem and does not provide a telephone connection.  Instead they provide data connection for Internet access.  You cannot use these modems with Express Dial . However there is nothing stopping you installing a separate voice modem and connecting it to your phone line with a filter if needed.  You can then use any of our telephony software, including Express Dial .
